STAIRCASE

The stairs of buildings and constructions must be constructed in such a way as to ensure the comfortable movement of people and the transportation of objects in normal operating conditions, as well as the safe escape of people in case of danger.

For the movement of people and the transfer of objects between consecutive floors in normal operating conditions, a minimum free width staircase of at least 1.20 m. is required in each building.

Exceptionally, its free width is sufficient to be 0.90 m. in residential buildings with three or fewer floors, excluding any basement.

The mentioned clear width is width free from any obstruction, except handrails which do not project more than 0.10 m. and other than overhangs of beams on walls which do not project more than 0.50 m.
For the safe escape of people in case of danger, the stairs are constructed in accordance with the building fire protection regulation which also covers the requirements for escape in the event of an earthquake.

ELEVATORS

In every new building when the floor or part of a floor has a level difference greater than 9m. from the final surface of the surrounding ground to the location from which the access to the floor in question is made, the installation of at least one person lift is required.

The provisions for elevators that were in force when the original license was issued may be applied to additions in height or by extension.
Compulsorily, every point of the floor of the building must not be more than 60 m. from the elevator, measured in natural direction.

The type of elevator installed in a building must be suitable for it and meet all the requirements – construction specifications, for the comfortable and safe transportation of people.

MECHANICAL MEANS OF COVERING HEIGHT DIFFERENCES

Elevational differences must be avoided when studying buildings and open spaces at any level. Unavoidable height differences in new buildings and outdoor common areas must be covered with inclined planes (ramps) with a maximum gradient of 5%. In existing buildings and outdoor common areas, if there are height differences, they are preferably covered with sloped levels of 5% to 8%. If this is not possible, then one of the following mechanical lifting systems must be selected:

  • elevator
  • vertical movement elevator
  • stair lift

* Escalators and personal conveyor belts are not included in the above category of mechanical means, because they cannot be used by all people.

Passenger lifts:

Passenger lifts should be placed at strategic points in the buildings, near the main entrance and stairwell. Access to them from the level of the pavement or parking area must be level or be made from inclined levels of a maximum gradient of 5%. Passenger lifts must be accessible to all persons, including persons with disabilities.

Elevators:

When it is not possible to cover a height difference in an already configured interior or exterior space with an inclined plane, then the installation of a vertical movement elevator or a stair elevator must be considered.

A. Vertical movement elevator:

It usually covers small altitude differences. When there is a choice, it should be preferred over the stair lift. Must safely transport a person in a wheelchair. The movement of the elevator must be controlled by buttons on the platform and at the beginning and end of its travel. Sufficient space must be available at the entry-exit points for comfortable approach and maneuvering of a wheelchair, with minimum dimensions of 1.50×1.50m

B. Stair lifts:

They are placed on the stairs and cover small and large height differences, especially where it is impossible to install a lift. Modern elevators have the advantage that they can be placed in any type of staircase and when they are not working they do not limit the useful width of the staircase.
